Abstract
The research was triggered by some problems found by the researcher during preliminary research. Most reading classes were still dominated by giving reading
exercises to the students without teaching the students how to read or reading
strategies. Students were expected to be good reader without providing them enough
opportunity to read as an important element to be a good reader. Limited vocabulary,
confusing complex sentences and paragraphs were problems that students mostly
have that was assumed to be the cause of their poor reading ability. The researcher
attempted to help students to read better by conducting research and development by
using 4-D model which consists of define, design, develop and disseminate. The
product testing was carried out at the first semester students of English Department,
IAIN Bukittinggi. The instruments used for this research were interviews,
observation, questioner and test. The researcher asked several experts to validate the
instrument to make sure that they were valid and reliable. The research findings
showed that (1) Lecturers were not teaching reading strategies to the students to help
them to read better. This condition contradicts with the need of the students who are
expected to read text book in English throughout their study. (2) The design of the
prototype model of instruction that can help solve the problem is integrating intensive
reading with explicit teaching of reading strategy with extensive reading as means of
practicing reading. (3) The teaching model developed was classified as valid and
reliable judging from the instrument as well as the products. (4) The teaching model
developed was effective in helping the students to read with better comprehension
