Abstract
This research aims to design affective assessment tool on Civic Education in public junior high school in Padang. This type of research is the research and development. Consisted of two phases, the first step of the research focuses on analyzing the need of affective assessment. The second phase involves developing the designing of affective assessment tool followed by tryout in the field. The data was collected through observation, interview, FGD, questionnaire and instruments for affective assessment. Data wasanalyzed using descriptive statistic. The findings showed that the instruments developed are valid for Civic Education affective assessment, practical when used in the classroom and effective to assess students’ affective development
