Abstract

Various recent national problems, particularly those related to the characters of the young generation, increasingly demand serious solutions. The fast increasing number of youth’s moral problems eclipses the improvement made by formal education. Solving these problems recquire responsive action initiated by educators at a practical level. This action involves creative efforts that are able to interpret formal policies designed by the government, then manifest it in real and easily accomplished action. This paper, in answering the challenge, discusses the concepts of the shifting meaning of citizenship education as a foundation for developing responsive education efforts. Furthermore, the writer recommends measures by civic education expected to answer the challenge
