Abstract

Padang city with apopulation ofaround 900,000 peopleis a city with ahighest level ofvulnerability to earthquake and tsunami in Indonesia. Without theearly warning and evacuation effortsestimated60% of the populationwill be victims. Although, in modern history, unprecedented tsunami in Padang, but historical records showthat there arecycles of earthquake and tsunamithat need to be warned such as theear thquake and tsunami that happened in 1979 (8.4 SR) and1833(8.9 magnitude). Disaster mitigation needs to be donein an effortto reducethe impact of disasters. Starting frompre-disasterstage, in the disaster and recovery from disaster. Some of the factors supporting mitigationin the city ofPadangis: 1). The results of available research on the potential for disaster, 2). Early Warning Systemand theexistingsirenes, 3). Regulation, 4). Human Resources, 5). Non-Govermental Organisation supportis sufficient.While the factors that resistthem; 1). People whoare vulnerableandtraumatized,2). Limited evacuation routesand shelter, 3).Not optimal operation of theEarly Warning System, 4). Lack of supportand community participation.
